Description

Reassignment of students to schools within the county have been approved by the administration or recommended by the Student Assignment Appeal Board in accordance with policies with the School Board.  They are presented for formal ratification.

GENERAL ITEMS

9. APPROVAL OF MEMORANDUM OF UNDERSTANDING BETWEEN SARASOTA COUNTY PROPERTY APPRAISER AND TAXING DISTRICT
Description
The Sarasota County Property Appraiser intends to contract with a third party to assist him in recovering additional tax revenue by identifying properties improperly designated as homestead.  The Property Appraiser by the Memorandum of Understanding seeks the School Board's consent to forfeit 30% of any additional revenue so generated to compensate the third party vendor for its services. The School Board would receive 70% of any new revenue generated as a result of the vendor's work.

Recommendation
That the Memorandum of Understanding between Sarasota County Property Appraiser and Taxing District be approved as presented.

AGREEMENTS/CONTRACTS

10. APPROVAL OF AFFILIATION AGREEMENT AND BUSINESS ASSOCIATE AGREEMENT BETWEEN FAWCETT MEMORIAL HOSPITAL, INC. D/B/A FAWCETT MEMORIAL HOSPITAL AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
Description
The School Board offers to enrolled students a Practical Nursing, Surgical Technology, EMT, Paramedic, CNA, and Lab Assisting program and Fawcett Memorial Hospital, Inc. d/b/a Fawcett Memorial Hospital manages a comprehensive acute-care medical surgical facility.  The School Board desires to provide to its students a clinical learning experience through the application of knowledge and skills in actual patient-centered situations in a health care facility and Fawcett Memorial Hospital, Inc. d/b/a Fawcett Memorial Hospital has agreed to make its facility available to School Board for such purposes.



Recommendation
That the Affiliation Agreement and Business Associate Agreement between Fawcett Memorial Hospital, Inc. d/b/a Fawcett Memorial Hospital and The School Board of Sarasota County, Florida be approved as presented.

11. APPROVAL OF AFFILIATION AGREEMENT BETWEEN HCA HEALTH SERVICES OF FLORIDA, INC. D/B/A BLAKE MEDICAL CENTER AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
Description
The School Board offers to enrolled students a Surgical Technology Program and HCA Health Services of Florida, Inc. d/b/a Blake Medical Center operates a comprehensive acute-care medical-surgical facility.  The School Board desires to provide to its students a clinical learning experience through the application of knowledge and skills in actual patient-centered situations in a health care facility and HCA Health Services of Florida, Inc. d/b/a Blake Medical Center has agreed to make its facility available to School Board for such purposes.


Recommendation
That the Affiliation Agreement between HCA Health Services of Florida, Inc. d/b/a Blake Medical Center and The School Board of Sarasota County, Florida be approved as presented.

12. APPROVAL OF CIRCUIT 12 EDUCATIONAL INTERAGENCY AGREEMENT AND THE SCHOOL BOARD OF SARASOTA COUNTY
Description
This agreement provides investigative procedures and services offered to children in the foster care system under Florida Statues and Administrative Rules and recognizes and acknowledges that educational stabilization and progress are important to the children.

Recommendation
That the agreement between The School Board of Desoto County, The School Board of Manatee County, The Department of Children and Families, Manatee County Sheriff's Office, Sarasota Family YMCA - Safe Children Coalition, Career Source Suncoast Region 18, Career Source Heartland Region 19, Agency for Persons with Disabilities, Department of Juvenile Justice and The School Board of Sarasota County be approved as presented.

13. APPROVAL OF PURCHASE AGREEMENT BETWEEN MICROSOFT CORPORATION AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
Description

This agreement provides that Microsoft will supply the "New Surface" to Sarasota County Schools to be used in classrooms at all levels across the district.  These devices will be used for instructional and assessment purposes by students in elementary, middle, and high schools.

 



Recommendation
That the Microsoft purchase be approved.  Budgeted Capital Funds from the Information Technology Department's budget will be used for purchase.

FIELD TRIPS

14. APPROVAL OF SARASOTA HIGH SPEECH AND DEBATE TEAM TO ATTEND NATIONAL CHAMPIONSHIP IN DALLAS, TX ON JUNE 13-20, 2015
Description
This is a competitive speech and debate (forensics) team. The various events connect directly to Forensic Science in research, use of informational texts, writing, and presentation.

Recommendation
That the field trip for the Sarasota High Speech and Debate Team to attend the National Championship in Dallas, TX on June 13-20, 2015 be approved as presented.

15. APPROVAL OF PINE VIEW SPEECH AND DEBATE TEAM TO ATTEND NATIONAL TOURNAMENT IN DALLAS, TX ON JUNE 13-20, 2015
Description

This is an inter-curricular Speech and Debate competition.



Recommendation
That the field trip of Pine View Speech and Debate Team to attend the National Tournament in Dallas, TX on June 13-20, 2015 be approved as presented.

EXPULSIONS

16. APPROVAL OF EXPULSION CASE NO 15-280
Description
The student listed in Expulsion Case No 15-280, is in violation of an accepted settlement agreement for Alternative School Placement due to insubordination & disrespect to staff. On February 12, 2015 the student violated School Board Policy 5.32 Possession of a Firearm on school campus. It is the recommendation of the Superintendent that the student be expelled from Sarasota County Schools until January 15, 2016.

Recommendation
That in accordance with provision of Sections 1006.07(1)(a)(b), Florida Statues and School Board Policy 5.34, the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No 15-280, to expel the student reference therein from the Sarasota County Schools, be approved effective immediately until January 15, 2016.

17. APPROVAL OF EXPULSION CASE NO 15-059
Description
The student listed in Expulsion Case No. 15-059, is in violation of an accepted settlement agreement for alternative school placement due to non-attendance. On September 7, 2014 the student violated School Board Policy 5.32 Theft. It is the recommendation of the Superintendent that the student be expelled from Sarasota County Schools until June 1, 2015.

Recommendation
That in accordance with provision of Sections 1006.07(1)(a)(b), Florida Statues and School Board Policy 5.34, the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No 15-059, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately until June 1, 2015.

18. APPROVAL OF EXPULSION CASE NO 15-252
Description
The student listed in Expulsion Case No 15-252, is in violation of an accepted settlement agreement for Alternative School placement due to refusal to enroll. On January 23, 2015 the student violated School Board Policy 5.32 Battery. It is the recommendation of the Superintendent that the student be expelled from Sarasota County Schools until January 2, 2016.

Recommendation
That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No 15-252, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately until January 2, 2016.

19. APPROVAL OF EXPULSION CASE NO 15-087
Description

The student listed in Expulsion Case No 15-087, is in violation of School Board Policy 5.32 Committing Severe and Repetitive Disruptive Behaviors ongoing from September 9, 2014 through February 27, 2015. It is the recommendation of the Superintendent that the student be expelled from Sarasota County Schools until June 1, 2015.



Recommendation
That in accordance with the provisions of Sections 1006.07(1)(a)(b) Florida Statues and School Board Policy 5.34, the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No 15-087, to expel the student referenced therein from the Sarasota County Schools, to be approved effective immediately until June 1, 2015.

MATERIALS MANAGEMENT

20. APPROVAL OF CLASSIFICATION OF INOPERATIVE EQUIPMENT AND FURNITURE AS PROPERTY TO BE DELETED
Description

The custodian of the property (cost center heads) have certified it to be traded in on new equipment, unaccounted for, not repairable or otherwise inoperable.  Property still on hand after reallocation will be salvaged for any useful parts and then sold at auction.



Recommendation
That the classification of equipment and furniture, as property to be deleted, be approved.

21. APPROVAL TO AWARD BID #15-0103 FOR GYMNASIUM, OUTDOOR BLEACHERS, AND ATHLETIC EQUIPMENT
Description
Bids to provide 'Gymnasium, Outdoor Bleachers, and Athletic Equipment' were received from six vendors on February 26, 2015.  The bids of Lyle Bleachers, Inc., for all exterior items and SSE & Associates, Inc.,  for all interior items as noted on the bid tabulation were the best low bids meeting the advertised specifications based on a sealed scenario.  Reasons for not selecting the apparent low bid are included with the bid tabulation.  This bid is for a period of one year with an option to renew for two additional one-year periods.  The funds for these purchases are contained in the transfer from capital budget allocated to the Facilities Services Department.

Recommendation
That the bids of Lyle Bleachers, Inc., and SSE & Associates, Inc., for 'Gymnasium, Outdoor Bleachers, and Athletic Equipment' in an amount not to exceed $350,000.00, be approved as presented.

22. APPROVAL TO AWARD BID #15-0139 FOR TOILET PARTITIONS AND VANITY TOPS - SUPPLY AND INSTALL
Description
A bid to provide 'Toilet Partitions and Vanity Tops - Supply and Install' was received from one vendor on March 5, 2015.  The bid of Scranton Products, Inc., was the best low bid meeting the advertised specifications.  This bid is for a period of one year with an option to renew for two additional one-year periods.  The funds for these purchases are contained in the transfer from capital budget allocated to the Facilities Services Department.


Recommendation
That the bid of Scranton Products, Inc. for 'Toilet Partitions and Vanity Tops - Supply and Install' in the amount not to exceed $60,000.00, be approved as presented.

CONSTRUCTION

23. APPROVAL TO INCREASE CONTRACT TIME PERIOD WITH SIX (6) DESIGN/BUILD FIRMS TO PROVIDE DESIGN/BUILD SERVICES FOR MINOR DESIGN/CONSTRUCTION PROJECTS PURSUANT TO NON-EXCLUSIVE CONTINUING CONTRACTS THROUGH MAY 12, 2015
Description

The six (6) individual contracts for these services were Board approved on 4/12/2012 (Item #26).  A one (1)-year period extension was Board approved on 5/6/2014 (Item #32), at mutually agreed rates and conditions.  The contracts are due to expire on April 2, 2015.  The selection of firms for these contracts is in progress but rankings will not take place until the April 21, 2015 board meeting.  This extension allows the Construction Services and Facilities Services Departments to continue executing contracts for the 2015 summer break until new contracts are in place.



Recommendation
That the increase contract time period with the six (6) design/build firms to provide Design/Build Services for Minor Design/Construction Projects pursuant to Non-exclusive Continuing Contracts until May 12, 2015 be approved as presented.

24. ACCEPTANCE OF CONSTRUCTION SERVICES' PROJECT COMPLETION AND APPROVAL OF FINAL PAYMENT TO CONTRACTOR FOR THE BOOKER MIDDLE SCHOOL-HVAC RENOVATION PROJECT
Description

All work has been completed.  The final project costs have been internally audited and are enclosed in Final Contractor's Application and Certificate for Payment No. 30-Final.  The Director of Construction Services Department has determined that the project is complete in accordance with state statues.



Recommendation
That the Booker Middle School-HVAC Renovation project be accepted as complete and the final payment to contractor be approved as presented.

25. APPROVAL AND/OR RATIFICATION OF CONSTRUCTION SERVICES' CHANGE ORDER(S)
Description

The Construction Services' Change Order(s) are summarized on the enclosure for ease of review.  These change orders collectively total a decrease of ($187,487.18) in gross contract dollars.

Included in these change orders are ($222,339.60) credit for Direct Material Purchases; the corresponding Direct Material Purchase Orders of ($209,660.00) result a net of $12,679.60 in sales tax savings.



Recommendation

FINANCE

26. APPROVAL OF THE 2015-2016 SCHOOL YEAR PAYROLL CALENDAR
Description
Proposed calendar of payroll periods and dates for the 2015-2016 school year.

27. APPROVAL FOR RENEWAL OF THE PROPERTY INSURANCE PROGRAM EFFECTIVE MAY 1, 2015 THROUGH MAY 1, 2016
Description

The renewal will allow the district to increase multiple policy coverage sub-limits, as identified in the attachment, and add a Stand-Alone Terrorism Policy to the program.  The total annual cost [premium + regulatory + Stand-Alone Terrorism Policy] is $2,496,608.50.  This represents a premium decrease of $630,688 or 20.46% from the existing program.  Property Insurance premiums are paid by the local Capital Improvement Fund.



Recommendation
That the property insurance renewal effective May 1, 2015 through May 1, 2016 be approved by the Board as presented.

29. APPROVAL OF THE SUPERINTENDENT'S FINANCIAL STATEMENTS FOR THE MONTH ENDING FEBRUARY 28, 2015
Description

The Superintendent's Financial Statements for the month ending February 28, 2015 does not reflect any unexpected trends for the third quarter of the 2014-2015 fiscal year.  Expenditures are anticipated to exceed revenues at year end in the General Fund because of the use of unassigned fund balance included in the adopted budget.

32. APPROVAL OF CONSTRUCITON MANAGER RANKINGS FOR SUNCOAST TECHNICAL COLLEGE NORTH PORT AND THE JOINT USE MEDIA CENTER/COUNTY LIBRARY
Description
The projects scope of work shall include construction management services for the pre-construction and construction phases of the Suncoast Technical College North Port campus (including the joint use media center/county library) and related site work.  The project will be multi-phased. On 2/26/2015, the Professional Services Selection Committee (PSSC) met to select a construction manager. The PSSC ranked the firms in the following order: 1) The A.D. Morgan Corporation; 2) Willis A. Smith Construction Inc.; and 3) P.J. Hayes Inc. DBA Tandem Construction. The Superintendent subsequently, and in accordance with School Board Policy 7.71, reconvened the PSSC and re-ranked the firms in the following order: 1) Willis A. Smith Construction Inc.; 2) The A.D. Morgan Corporation; and 3) P.J. Hayes Inc., DBA Tandem Construction. The Board may either accept the recommendation and rankings of the Superintendent, accept the rankings of the PSSC, or move to approve an alternative ranking. The cumulative total project budget is approximately $15,000,000.00. Funds for Suncoast Technical College portion of the project are available in the capital budget account.  Funds for the County Library portion of the project will come from Sarasota County Government.

Recommendation
That the Superintendent's rankings of Construction Managers for Suncoast Technical College North Port and the Joint Use Media Center/County Library project be accepted as presented and the Director of Construction Services be authorized to attempt negotiations with the top-ranked firm.
